摘　　要：在文献资料研究的基础上,通过实地考察和专家访问,从发展海洋经济的战略高度上,对山东、浙江、福建、广东、海南沿海和海岛的海洋体育现状进行了研究,揭示了我国海洋体育在发展中存在的主要问题:海洋体育发展在政府规划中的地位末得到应有的重视;开展群众性海洋体育活动有一定困难;海洋体育市场和产业小,尚没有形成规模;海洋体育教育与管理人才乏力;海洋经济的发展破坏了海洋体育资源的矛盾与冲突。从《十二五规划》和党的十八届三中全会关于经济发展与改革的总体要求出发,提出海洋体育发展要从高屋建瓴中统一思想认识;要从发展群众性海洋体育出发;要培育和扶持一定的海洋体育市场和规模;要与构建海洋体育人才培养体系相结合等战略要点和对策,来充实、调整、优化海洋体育的结构,建立和适应在市场经济规律下的海洋体育可持续发展的管理体制和运行机制。On the basis of literature research, through field study and expert visits , from a strategic height of the de- velopment of marine economy , studying the status of marine sports in Shandong , Zhejiang, Fujian , Guangdong, Hainan and other islands , revealing some main problems in the development of the marine sports in China： Marine sports development doesn＇t get the attention it deserves in the government planning. Many marine sports activities are becoming difficult to get carried. The market and industry of marine sports is small and there is no scale yet. The shortage of talent in marine physical education and management is obvious. Marine economy undermines the marine sports resources and causes contradictions and conflicts. From the overall requirements about the development of economic and reform in＂ Twelfth Five--Year Plan＂ and the Third Plenary Session of the Party＇s eighth, this paper pres ents the development of marine sports from the high--rise building should unify thinking and understanding, should from the development of mass marine sports to nurture and support certain marine sports market and scale, should build strategic points and countermeasures combining the training system in marine sports, to enrich , adjust and optimize the structure of marine sports, build and adapt to the sustainable ocean sport management system and operational mechanism under market economy rules.
