摘　　要：在当代农村社区治理中,以村庄集体产权为基础所形成的一系列基层社会制度,构筑了封闭的乡村社会结构,广大农民被内在地束缚在乡村大地上难以自由流出,离土无法真正离乡。同时,基于制度的限制,外来人员也无法真正流入并融入乡村社会。在现代化发展中,乡村社会基础不断发生质性变革,但是嵌入乡村社会的各种制度却成为乡村社会转型发展的重要阻滞。由此,乡村社会的内在封闭、排外与现代社会的外在开放、流动形成矛盾与冲突,造成了当代农村社区治理的诸多困境。走出社区治理的困境,实现社区治理的现代化发展,需要从集体产权制度及由此衍生出来的一系列基层社会制度入手进行改革,破除封闭、排外的乡村社会结构。In the contemporary rural community governance practice, the collective property that is formed of a series of basic social system, construct a closed rural society, the majority of farmers are inherently tied to the rural land. Rural residents to free outflow, leave not to leave. At the same time, system based constraint, external personnel can not really into and into the rural society. In modern society, the rural society has a qualitative change, but all kinds of embedded system of rural society and it has become an important block rural social development. Thus, the rural society inner closed, exclusive and modern society's external opening, liquidity has formed the contradiction and conflict. This is also the reason why open, social mobility in contemporary rural community governance dilemma. Out of the community governance difficulties, realize the modernization development of the community governance,need to reform from the system of collective property rights and a series of basic social system, to break the closed, xenophobic rural social structure.
