摘　　要：建设一套技术先进、完整统一、安全可靠、高效快捷的专利信息库及分析系统,结合现代网络技术,及时、可靠、准确的采集和传输信息,形成完备、可靠的专利信息处理系统。系统采用模块化设计,从互联网上抓取专利信息,构建本地专利检索数据库,再对数据进行进一步的分类加工和整理,并对专利中包含的技术、经济、法律方面的信息进行定量和定性分析,为煤化工产业提供全面及时的专利信息和数据分析服务。The goal of this software system is to build a fully unified,technologically advanced,highly efficient,extremely fast,very safe and relia-ble patent database and analysis system. Provide excellent and high efficient services and business management. At the same time, use advanced net-work technology to collect and transfer paten information timely, accurately, and to establish a complete and reliable information processing system.This system creates a local database system after downloads patent abstracts, specifications and other information from the official web sites of theinnovation-oriented countries,and then the system future processes the local database to conduct a great amount of quality and quantity analysis inthe fields of technology, economic, and legal aspects. Therefore, this system provides comprehensive timely information and data for the central man-agement staff, thus further enhance the development of intellectual property rights.
