我国区域工业生态创新效率评价——基于SBM模型和CCR模型的比较分析

摘　　要：随着全球越来越多地关注可持续发展和气候变化,经济实现绿色增长成为各国追逐的政治目标,生态创新受到了各国学者的关注。我国正处于经济发展方式转型时期,通过引入生态创新概念,真实客观地反映我国区域工业的生态创新效率,对我国工业实现健康有序发展有着重要意义。以我国30个省市区规模以上工业企业数据作样本,通过引入SBM模型处理非期望产出,在考虑生态因素的前提下对我国区域工业生态创新效率进行评价,避免传统的DEA方法不能准确评价创新效率的缺点,并与仅考虑经济效益的CCR模型作比较分析。实证研究表明:我国区域工业生态创新效率为非有效,改善空间很大;基于生态的角度评价我国区域工业创新效率结果更加真实客观;我国八大经济带的工业生态创新效率存在显著差异,其中沿海地区的工业生态创新效率较高。As the globe pays increasing concerns toward sustainability and climate change,green economic growth becomes the various countries＇ pursuit of political targets. Since ecological concept can objectively reflect the real ecological innovation efficiency of enterprises in China,it has important significance for China to realize the healthy and orderly development by introducing the concept of ecological innovation. Based on the size of more than 30 provinces＇ industrial enterprise data as samples,the paper evaluates Chinese enterprise ecological innovation efficiency to avoid the faults of the traditional DEA methods which can not accurately evaluate efficiency with the introduction of SBM undesired output model in consideration of ecological factors,comparing to CCR model of only considering economic benefit. The results indicate that,Chinese enterprise ecological innovation efficiency is not valid,and improving the space is very large; Based the ecological perspective,the evaluation result on the efficiency of the Chinese enterprise ecological innovation is more objective; The eight economic belt industrial ecological innovation efficiency exists significant differences in China,thereinto,the coastal areas of ecological innovation efficiency is higher.
