摘　　要：就当前医院改革与发展的问题进行了论述,指出要认真学习贯彻中共中央、国务院颁发的有关决定和指导意见,落实有关部委制定的配套文件。在区域卫生规划中,每个医院都应找准自已的功能定位,对医院的规模、机构、人员、设备配置进行调整和充实。医院改革和发展,应树立以人为本的核心理念,要突破难点,深化改革,扬长避短,重点发展,强化管理,质效齐抓。This paper elaborates the problems on current reform and development of hospitals, suggesting that instructional opinions and related decisions which the Central Committee of the Chinese Communist and the State Council have promulgated, should be seriously implemented and that series of documents which the related ministries and commissions have established, should be put into effect. In the regional health layout, each hospital should ascertain its functional orientation definitely, as well as adjusting and enriching the scale, institutes , personnel, and equipment configuration of hospitals. Reform and development of hospitals should set up the conception that persons are taken as the core, break through difficulties, further reform, exploit to the fully hospital's favorable conditions and avoid unfavorable ones, develop with emphasized points, strengthen administration, and improve both qualities and benefits.
