摘　　要：通过对长江上游支流嘉陵江的梯级开发及珠江水系的闸坝碍航的考察，进一步论证了在“西电东输水电建设开发”中航运的重要性和必要性，提出了实现水资源综合开发利用的可持续发展的建议。Abstract:Based on the investigation of stepped development of the upstream Yangtze River tributary -JialingRiver and navigation obstruction from lock dam of the Zhujiang River system, it further demonstrates the significanceand necessity of navigation during 'Hydro -power Construction Development of Transmitting Power from the West tothe East', and proposals on the sustainable development by realizing comprehensive development and utilization ofwater resources are offered.
