摘　　要：19世纪 80年代世界近代化潮流中 ,青年从政的“清流健将”陈宝琛在政治、军事、经济、外交、法律、著译等方面针砭时弊、求真务实的改革观以及在当时士大夫中具有领先的思想水平。表明陈宝琛是一位能高瞻远瞩、与时俱进的开明的地主阶级政治家和洋务改革思想家。This paper presents that,amidst the trend of modernization early in 1880s,Chen Bao-chen,a young ambitious official of the Tsing Dynasty and one of the 'top-notch critics'in the imperial court,criticizes sharply the ills of the time revealed in aspects of politics,economy,foreign relations,law and writings and translations as well.Chen not only demonstrates his pragmatic outlook on reform in all this,but exhibits his enlightening ideology much more advanced than that of his contemporary scholar-officials.It is concluded that Chen is both a farsighted politician representing the enlightened landlord class and a reformist thinker keeping abreast of the times by engaging himself in the westernization drive.
