摘　　要：本文借鉴国外养老社会保险基金监管的经验和教训,结合我国实际,试图建立我国养老社会保险基金分权式管理制度和相互制衡式监督制度的基本框架,并从两个方面阐述基本框架建立的理论基础和有效性。The old -age social insurance of Chin a is a social pooling with individual accounts plan,in term of finance,it is a partial funded plan,its complexity needs more complicated management and supervision syste m.This paper tries to build a framework of fund management and supervision b y drawing upon the experience of the developed countries and makes a theoretic support to the framework.
