摘　　要：耕地总量动态平衡是耕地数量和质量两个方面的动态平衡 ,是实现区域经济社会可持续发展的基础。黑龙江省阿城市为确保耕地总量动态平衡 ,应采取的主要对策和措施有 :加强领导 ,落实制度 ,启动示范区 ,科学规划 ,严格把关 。Regional sustainable development of economy and society is based on dynamic equilibrium of overall cultivated land.To ensure dynamic equilibrium of overall cultivated land,the city of A ,cheng of Heilongjiang Province must take such countermeasures as implementing the policy,starting typical zone,making scientific plan,and taping new resources and economizing expense at the same tine.
