摘　　要：湖南是一个农业大省 ,农业生产长期遭受水旱灾害的严重威胁。从“山河湖库”全面治理的战略高度上 ,提出了加大生态环境建设力度、加强山区水利工程建设等农业防洪抗旱减灾有效途径 ,以最大限度地削弱湖南水旱致灾能量 。Hunan,as a strong agricultural province,its agricultural production is constantly and seriously threated by the disasters of flood and dronght.From the strategic view of global treatment to the mountains,yivers,reservoirs and lakes,suggest that the construction of ecologic environment should be increased and the effective approach for proventing flood and controling drought should be strenghtened.Meanwhile,the building of irrigation networks in mountains should be reinforced to weaken the destruction power of flood and drought in Hunan as much as possible.As a result,Hunan is able to provide better and safer producitn environment for mataining agricultural sustainable development.
