“西电东送”的电源特点及对广东电力系统的影响

摘  要:“西电东送”工程是西部大开发的标志性和骨干工程。为优化能源资源配置 ,国务院决定“十五”期间西电向广东送电 10GW ,电源来自广西 (天生桥电站 )、贵州、云南、湖南和湖北 (三峡电力 )。向广东送电的西电电源多为水电 ,具有送电规模大、季节性强、送电进度相对集中、送电距离远等特点 ,对广东电力系统的发展规划及生产运行产生影响。分析认为 :到“十五”期末 ,西电在广东电力系统中的份额接近 4 0 % ,其运行状况直接影响到在广东电力系统的运行水平 ;由于电能以水电为主 ,季节性强 ,调节能力差 ,广东有必要加强调峰电源建设 ;电源远离负荷中心 ,输电环节故障率高 ,电力供应可靠性相对较低 ,广东有必要建设响应速度快的电源 ;约 6 0 %的电源集中于 2 0 0 4年和 2 0 0 5年服务于广东系统 ,要求广东调整电源发展及退役规划以解决过渡年份电力不足的矛盾 ;当地电力需求增加使电力供应在远景上存在不稳定性 。The Project 'Power from West to East' is the backbone and milestone project of West exploiting. In order to achieve energy optimization, the Sate Council makes a decision of transmitting, during the 10 th five year plan period, a total of 10 GW power from western provinces to Guangdong (GD). The power sources come from provinces of Guangxi (Tianshengqiao Hydroelectric Power Station), Guizhou, Yunnan, Hunan and Hubei (Three gorge Hydroelectric Power Station). These power sources are mainly hydroelectric power and featured by large capacity, long distance and relatively concentrated transmission schedule. The analytical results show: 1) Power from West will account for nearly 40% of the total capacity of GD power system by the end of the 10 th five year plan, and will affect the operation level directly; 2) Most of these power sources are hydroelectric power, which are seasonal and of poor regulating ability, so it is necessary for GD to construct peak regulating power source; 3) These power sources are far from load centers and of higher fault probability and lower reliability. It is necessary for GD to construct power source with fast response ability; 4) About 60% of these power sources will serve GD power system after Year 2004. It is necessary for GD to modify the electric power planning to satisfy the demand growing in transitional years; 5) Local demand growing may bring the instability of supply in future. It is necessary for GD to think of the problem about future supply strategically.
