摘　　要：黄河治理开发信息化建设主要由信息基础设施和应用系统组成。其中 ,信息基础设施包括计算机网络、基础数据库、信息安全、用户平台等 ,应用系统包括防汛指挥系统、水利工程管理系统、水量调度管理系统、水环境监测监督管理系统、水土保持管理系统、电子政务系统和黄河网等。要建设黄河治理开发信息化系统 ,必须从逻辑上对系统进行分析 ,确定各部分的建设任务和内容。The establishment of management and development informationization of the Yellow River is mainly composed of information infrastructure and application system. In which, information infrastructure includes computer network, basic data bank, information safety and users platform. The application system includes flood control command system, hydraulic engineering projects management system, water dispatching and management system, water environment monitoring and supervising system, soil and water conservation management system, electronic government affairs and the Yellow River internet. We must analyse the system from the point of logic and determine the missions and contents of each part when we establish the management and development informationization system of the Yellow River.
