摘　　要：受客观条件的制约,青海省农牧业经济发展相对滞后,人才资源利用效率偏低,人才浪费和人才流失严重。为加速青海农牧业经济的可持续发展,提高广大农牧民生活水平,必须加大、加快人才资源的开发和有效利用。Limited by the objective environment, the agricultural and graziery economy of Qinghai are backward, the utilization ratio of human resources is lower. The brain drain and brain wasting are Very seriously. To accelerate the Qinghai's agricultural and graziery developments, it should be adopted that speeding and strengthening the exploiting of human resources and promoting the utilization ratio of the human resources.
