摘　　要：在邓小平理论的科学体系中 ,其核心、实质和第一要义 ,是中国的社会发展问题 ,即发展经济 ,实现四个现代化。而发展经济的第一保障是民主法制建设 ,邓小平实事求是地总结了我国建国以来社会主义民主法制建设的经验教训 ,客观地分析了实现四个现代化宏伟目标和保证国家长治久安所需要的基本条件 ,提出了 :发展社会主义民主与法制是建设现代的需要 ;坚持人民民主专政是中国国情的需要 ;建立健全法律体系是经济建设的需要 ;加强政治体制改革是保证经济体制改革顺利发展的需要等一系列依法治国理论。In the scientific system of Deng Xiaoping's theory, its core is the problem of social development of China, which is to develop economy and realize four modernizations. However, the essential guarantee of economy development is the democratic construction of rule by law. Deng Xiaoping realistically summarizes the experience and lessons of the democratic construction of New China and objectively analyzes the essential conditions required by realizing the great aim of four modernizations and by keeping long stability and safety of our country. Deng points out a series of theories of ruling a state by law. For example, to develop socialist democracy and rule by law is the requirement of modern construction; to adhere to the democracy of people's ruling is the realistic requirement of Chinese situations; to set up a healthy and complete law enforcement system is the requirement of economic construction, and to strengthen the political institution reform is the requirement of guaranteeing the smooth development of economic system reform, etc..
