摘　　要：首先指出单一指标评价法存在的“低报价 ,低质量”和“恶意低报价”问题 ;为了解决这两个问题 ,提出了一种基于二阶段的投标商评价方法 ,即第一阶段采用多指标评价体系计算投标商的联合总成本 。Two faults in the traditional evaluation method are presented, which are low pricing and low quality and intended low pricing. In order to solve these problems, a new evaluation method is proposed, which is called the two-step evaluation method. In the first step, the multiple criteria system is applied. In the second step, the average-bidder evaluation system is used. Finally, a conclusion is presented.
