摘　　要：在市场经济下 ,实行政府采购可以加强政府在公共支出中的宏观调控能力 ,提高公共支出的效率 ,促进公共支出管理制度的完善。剖析了目前我国政府采购没有完全发挥其作用的主要原因 ,并针对完善现行政府采购制度提出了 4点建议 ,即细化政府采购预算管理 ;建立国库集中支付制度 ;建立必要的外部监督机制 ;Government shopping can reinforce the government's control power and improve its efficiency in financial expenditures and promote the perfection of the public expenditure management system. Some problems about government shopping are discussed and suggestions are put forward such as detailing the government shopping budgets, establishing a centralized payment system, strengthening the exterior supervision effect, and quickening the legislation process of government shopping.
