摘　　要：国有企业要实现三年脱困目标 ,必须构建有中国特色的企业领导体制 ;建立有序有效有活力的组织管理制度 ;建立各负其责、协调运转。For the purpose of getting off difficulties within three years, the state owned enterprise should construct the enterprise leadership system with Chinese character; set up the orderly, effective and vigourous organizing and managing system; establish the enterprise operation mechanism with the function where everyone carries out his own duty to effectively coodinate and condition operation.
