民办高等教育发展若干重要问题的探讨

摘　　要：民办高等教育应坚持面向市场、积极探索、稳步发展、办出特色的指导思想。不应严格控制发展规模。民办教育是特殊产业 ,应允许赢利 ,但赢利应用于教育再投入。办学盈余部分 ,学校法人、主办者和全体教职员各占一定比例。我国民办高等教育根据不同的出资主体 ,加强各种类型的办学体系建设 ,并积极推进联合办学。For civilian run higher cducation in our country it is necessary to take the directing thought of facing the market,actively cxploring,steadily developing and making its own feature,and its developing scale should not strictly be controlled.The surplus income from school running should be shared out by the school legal person,tne host person and all teaching and adminstrative staff according to certain ratio respectively.Better to strenghthen the construction of various types of school running systems and actively carry the ways of joint running schools forward.
