脆弱环境下西藏公路建设的可持续发展

摘　　要：西藏高原的生态环境极为脆弱 ,自然灾害频繁 ,从而使公路建设面临诸多的受灾风险和致灾潜势。而现有公路系统的先天不足使得公路的抗灾功能极为脆弱 ,又大大加剧了环境灾害的危害程度。生态环境的脆弱性和公路系统的易损性构成了西藏公路发展中的尖锐矛盾。化解这一矛盾的合理途径是通过整治改建增强公路系统的承灾能力 ,采取有效措施使公路建设对脆弱生态环境造成的影响降低到最低限度 ,从而实现公路建设的可持续发展。In Tibetan Plateau, the fragile ecological environment and the frequent natural disaster result in much dangers in highway construction. The anti-disaster ability of highway system is very vulnerable. The frailty of ecological environment and the vulnerability of highway system form the principal contradiction in the Tibetan highway development. Therefore, we must increase anti-disaster ability of the highway system by rebuild and take effective measures to reduce the bad environmental influence of engineering construction in order to achieve the sustained development of highway construction.
