国有林业采育场改革的实践与思考

摘　　要：国有林业采育场是资源型企业 ,具有其特殊性 ,福建省南平市在改革探索中借鉴了国有工业企业改革办法和农村联产承包责任制的经验。针对其特殊性 ,提出在改革中要处理好解除劳动关系与再就业、合理支付改革成本与防止国有资产流失、搞活企业与加强林政资源管理、眼前既得利益与长远利益的关系 ,注意解决劳动力过剩、机制转换、国有资产管理、股份合作制和有限责任公司改制的关键环节。同时 ,政府还要给予政策扶持 。State-owned forestry farm has particularity.Using the reform method of state-owned industry enterprise and experience of job responsibility system in countryside for reference.In allusion to the particularity,people should handle the relation well between the unemployment and reemployment,pay the reform cost rational and prevent the lost of state-owned assets,get enterprise vigor and strengthen the control of resource,short-term benefit and long-term benefit.Be notice to grasp the critical segment to solve the surplus labor,mechanism transform,the management of state-owned asset,the reform of joint-stock cooperate company and limited responsibility company,and the government should formulate policy to support the reformation of state-owned forestry farm.
