摘　　要：黑龙江省西部水资源开发利用中存在着水质污染严重、地下水位持续下降、水灾时常发生、生态环境恶化等问题 ,根据这些问题提出了地表水、地下水和外调水的科学调配、节约用水、有效防治污染及合理安排生态环境用水等对策和措施。There're series of problems in the development of water resources in the West of Heilongjiang Province.Such as the serious pollution of water quality,continuous decreasing of water line underground,constant happening of water disaster,aggravation of ecology environmen,and so on.Based on the problems,the authors put forward some corresponding measures:assign water underground,external and in the surface of ground scientifically;save water;prevent pollution of water in efficient;assign the water of ecology environment reasonable.
