摘　　要：介绍了公共资源及公共资源安全的概念 ,探讨了公共资源的安全问题与中国经济和社会发展的关系。结合 6个具体案例分析了中国现有的公共资源安全问题。给出公共资源安全的风险管理的概念和评价方法 ,并以此为基础 ,提出The present paper is aimed at introducing the concept of the so called security problem of the common in China. The safety and security of common resources is closely related to the economic construction and social development of the whole country. To solve this problem, the author has made an analysis of six cases with the common resources security in the paper. Based on the analysis of the above cases, the risk on the acceptance of the safety of common resources and the evaluation methods for managing the common resources safety are suggested. And finally six suggestions as to how to guarantee the safety of common resources are presented for the general public to discuss.They are 1) To improve the productivity and security of common resources through the moving of the comon resources; 2) To make out the security criterion of common resources based on the international ecotypic security criterion; 3) To inprove the ability and the level of security management; 4) To promote the development of common resources safety science; 5) To make the balance of supply and demand of common resources; 6) To enhance international cooperation and to promote common resources security widely used.
