美军采办中的“互通性”及其对我军的启示

摘　　要：针对目前我军存在的各系统、军兵种、部门之间较缺乏互通的问题,介绍了美军新采办政策中的互通性概念及其初步应用;分析了增强互通性的现实意义;并结合我军的实际情况,提出了明确互通性目标、制定互通性法规、建立互通性机构、贯彻互通性要求的建议,为我军互通性工作提供了理论依据.Aimed at the problem lying in our military that there is lack of interoperability among systems, services, departments at present, this paper introduces the conception of interoperability and its preliminary application what is a new acquisition policy of American army, analyzes the practical significance of heightening interoperability,and according to the current situation of our military, puts forward some suggestions which are to make definite objectives, draw up laws and regulations, establish organizations, implement requirement of interoperability, and provides theoretic basis for interoperability of our military.
