生态建设产业化──西北地区经济社会可持续发展的一种思路

摘　　要：我国西北地区的落后现状是地理性分配和政策性分配的结果。在经济开发中，只有把经济建设、产业发展与生态建设融为一体，寓经济建设于生态建设之中，发挥比较优势，发展特色产业，才能实现经济和社会的可持续发展，提高西北地区人民的收入水平。国家的政策设计是影响西北地区发展的关键因素之一，只有在适当的政策设计下，才能促进生态建设的产业化，达到“治沙”与“治穷”的统一。The backward situation in the Northwest of China is the result of geographic and policies' allocation. Only when we put economic construction and industrial development as well as ecological construction together, amplify comparable advantages and develop special industries, can we realize our economic and social sustainable development and improve people's income in the Northwest of China. State policy design is one of the key factors influencing the development of the Northwest. Only when we are under proper policy design, can we promote the industrialization of ecological construction.
