摘  要:论述了全面实行契约管理的岗位聘用合同制和结构薪金分配制的总体目标,提出了精心组织,稳步实施,正确处理改革、发展和稳定的关系以及“改革无情,操作有情,区别对待,妥善安置”等措施。介绍了建立契约化管理的用人模式,结构薪金制为主的分配机制和疏通出口,妥善安置富余人员的具体做法。The article discusses the general aim at implementing the contract system of the post engaged and the distributing system of constructed salary under contracted management. It puts forward the measures of carefully organizing, steadily implementing, correctly treat the relation between development and stabilization, and 'ruthless reform but emotive operation', different treatment, and allocating the laid - off people properly' . It introduces how to set up the mode of employing the medical workers by contracted management, the distribution system giving priority to the constructed salary, finding other jobs for the laid - off people, and allocating them properly.
