摘  要:通过对国内外DTS发展背景、过程和现状的阐述以及对DTS结构、功能、运行和维护的分析,指出在电力市场环境和IEC 61970标准下DTS的建设方案和发展趋势。文章首先回顾了DTS从理论研究到实际应用并运行于各类调度中心的发展过程,指出了目前DTS存在的问题,其次阐述了DTS的各种硬件和软件结构以及DTS与在线EMS系统的关系并通过比较指出各自特点,然后讨论了DTS教员台和学员台功能,特别是对DTS中电网仿真子系统的各种方法、算法和模型进行了分析和比较,并对如何选择提出了作者的观点,文章还强调了用户在安装、运行和维护DTS时应注意的问题。最后得出DTS接口要标准化、功能要立足于实用、运行要制度化、维护要专职化,应用要适应电力市场要求的结论。Expounding of the development background, process and current situation of Dispatcher Training Simulator (DTS) home and abroad and analyzing the architecture, functions, operation and maintenance of DTS, the development trend and development scheme of DTS under the conditions of electricity market and the standard of IEC 61970 is pointed out. Firstly, the development course of DTS including its theoretical research and practical application in different kinds of dispatching centre is reviewed and the existing problems of DTS are pointed out. Secondly, the hardware structure and software architecture for DTS and the relation between DTS and on-line EMS are described and through the comparisons the respective features of different DTS are indicated. Then the functions of instructor console and trainee console are discussed, especially, the various methods, algorithms and models being used to power network simulation subsystem in DTS are analyzed and compared and the author's opinion on how to select them is given, the problems that the user should pay attention to the installation, operation and maintenance of DTS are emphasized. At last, the following conclusions are reached: the interface for DTS should be standardized, the functions of DTS should be based upon practicality, the running of DTS should be institutionalized, the application of DTS should meet the need of electricity market and its maintenance should be carried out by specially assigned persons.
