摘　　要：中国加入WTO以后 ,高等教育将面临新的发展机遇和挑战。抓住机遇或迎接挑战 ,法制建设将是一项十分重要的工作。本文认为 ,加强我国高等教育法制建设 ,全面推进依法治教 ,高等教育立法与执法是两项核心工作。After China joined WTO, there are some new challenges and developments in higher education. In this case, the legal system construction is very important. There are two main works: enforce the legal system construction of higher education in china; legislate in enforcing the law of higher education.
