摘　　要：利用西部的优势资源、特色资源 ,发展优势产业 ,发展特色经济 ,使资源优势转化为经济优势 ,是西部开发的重点。发展西部特色经济 ,应建立和完善市场机制 ,发挥政府的宏观调控作用 ,加快企业改革 ,走规模化、集约化的发展道路 ,加速科技发展 。It is key point for West development to make resources preponderance turn into economic preponderance by using the superior and characteristic resources to develop distinctive industrial and economy.In order to develop West distinctive economy,we should do as following:establishing and improving market mechanism,playing an microscopic regulation role of government,quickening enterprises reforming;taking the development road with scalesand concentrations accelerating science and technology development and creating maintaining system of finance. [
