摘　　要：城市土地储备是一种新兴的城市土地管理制度 ,是城市土地管理制度的创新。本文讨论了城市土地储备制度的模式与运作 ,分析了城市土地储备制度的功能 ,探讨了城市土地储备制度的监督机制 。As a institutional innovation of urban land management, urban land reserve is really a newly boomed land management institution. In this essay, the author will focus on the discussion of the model and operation of the institution about the urban land reserve, the analysis of the functions of the institution about the urban land reserve, the exploration of the supervision mechanism of the institution about the urban land reserve, and the study of perfection of the institution about the urban land reserve.
