摘　　要：本文主要介绍了全员目标管理的概念、业务流程以及其特点。同时,结合中国长城铝业公司的实际情况,阐述了其全员目标管理系统的分析、设计和开发以及系统软件的功能特点,在C/S模式下实现了该系统的全部功能,并讨论了系统实施的关键技术。An account of the concept ,managerial flowsheet,and characteristics of the staff management by objective(MBO)system is given in this paper.Moreover,the systematic analysis,design/development ,and the functional characteristics of the system software for the staff MBO are expounded in integration with actual conditions of China Great Wall Aluminum Company.And all the functions of this system under C/S mode are accomplished,and the key technologies in course of implementation of this system is also discussed in this paper.
