摘　　要：概述了“1 1 1 4”重大船舶溢油污染事故的起因、海事部门所采取的应急反应措施以及事后清污费用索赔调解工作的过程 ,分析并指出了本次事故处理中所反映出来的一系列重要问题 。Causation,contingency action and mediation of compensation by the oil recovery action of '11.14' oil spill poullution accident happened in the Humen sea-route of the Pearl river is summarized.A series of matter responsed by the accident's treatment is proposed.The appropriate countermeasure to the matter is described.
