国外信息政策法规对我国电子文件立法的启示

摘　　要：本文在介绍美国、欧盟、澳大利亚、加拿大、日本、俄罗斯、印度、新加坡等国家和地区的信息立法 ,特别是因特网的现状与发展、政策法规等情况的基础上 ,着重探讨国外制定信息法规的情况及其特点 ,以之为我国电子文件法律建设方面提供借鉴。This article introduces the information legislature, policy and regulation, especially the present situation and development of Internet, of some regions and countries such as U.S., EU, Australia, Canada, Japan, Russia, India, and Singapore etc. On that basis, it puts emphasis on exploring external situation in formulating information regulations and their features, in order to use them for reference in drawing up our own laws and regulations of electronic records.
