摘　　要：建立严格科学、务实高效的行政审批程序是规范各级政府与部门行政审批行为 ,加速培育和发展矿业权市场的关键 ,也是我国法治建设的重要部分。针对矿产资源管理秩序中出现的若干问题 ,提出了规范行政程序方面的六点建议 :规范行政程序制度时坚持合法、合理、效能、责任和监督的原则 ;按照公平、效率、便民的要求建立科学的行政运作制度 ;按照权力制衡的要求建立规范的行政许可证制度 ;按照廉洁、高效的要求健全公共资源的分配程序和矿产资源的优化配置程序 ;按照严格执法的要求 ,建立行政执法责任和行政行为纠错制度。Establishing strict, scientific, practical and effective administrative approval procedure is not only the key for regularizing administrative approval behavior of all levels governments or departments to speed up the development of mining rights market, but also an important part of China's legal system. Focusing on the problems in the administrative order of mineral resource, the paper points out six aspects of proposals.
