摘　　要：认为我国农民负担较重的根本原因在于 :我国现行的农村收费制度、农村财政体制。Academic circles mostly contribute peasants' heavy economic burden to various charges But the key to this problem, the paper believes, is that there exist many weaknesses in the existing charge system, financial system and administration system in rural areas in China
