摘　　要：研究了甘肃省道路旅客运输市场的现状 ,通过对运力 (营运客车总量、车辆结构 )与运量供求状况的分析 ,结合西部大开发政策的实施和中国加入WTO的现实 ,对目前存在的道路客运市场经营主体“多、小、散、弱” ,服务质量低下 ,宏观调控措施不力 ,运力大于运量 ,高质量的服务又比较欠缺等市场失效行为深入地进行了研究 ,并进一步从法律、经济、行政三个方面提出了基于甘肃省道路旅客运输市场实际情况的发展对策 .According to the analysis of the status quo of the road passenger transportation market in Gansu and according to the research on the following factors: the relationship between the carrying capacity and demanded capacity of passenger transport,the policy to accelerate development of western part of China,China's entrance to WTO, lack of major passenger transport corporations,poor services and weak strategic monitoring measures,subsequently the passenger transport market developing strategies have been put forward from the aspects of law,economy and administration.
