摘　　要：本文以国有商业银行撤出落后地区为背景 ,通过对内蒙古地区的个案分析 ,就西部地区金融组织体制进行了重点研究。研究指出 ,西部地区的金融体系具有行政性色彩过于浓厚和欠发达地区所需要的政策性金融相对不足的矛盾 ,由此导致了资金从西部地区外流的抽水效应。就此 。This paper analyzes the financial system of Western China through a case study of Inner Mongolia. It is shown that during the withdrawal of stated--owned banks from under developed regions, the conflicts between the demand for policy banking and the quasi-governmental nature of commercial banking has become more server, which leads to the fund outflow from western regions. Finally, several policy suggestions are put forward.
