摘　　要：本文通过对内蒙古自治区某旗乡镇政府高负债现象的分析 ,讨论贫困地区地方财政———金融的关联效应。一方面 ,由于农牧民的贫困和维持地方必要行政和经济行为的运转 ,资金风险向行政部门形成了初次积聚 ;另一方面 ,由于乡镇政府自有资金来源枯竭 ,必然选择向金融部门贷款 ,因而导致了风险向金融机构的二次积聚。因此 ,金融机构信贷具有财政意义上的转移支付职能。这种转移支付扭曲了商业性金融的资源配置职能。就此 ,本文提出了“保水”与“分流”This paper studies the case of town governments' over burden in a county of Inner Mongolia, to show the relationship between local treasury management and finance. First, because of the poverty of peasants and necessary administration responsibility, risks accumulates into governments. Second, since the internal funding sources are narrowing, governments turn to banking sector, the thus risks transferred. Finally, financial sector's loans are equivalent to quasi-fiscal transfer payments.
