城市运行体征评价体系研究——以北京、上海、广州和深圳为例

摘　　要：论文围绕城市运行体征指标体系及其有效的评价方法,开展了以下研究内容:首先,总结和部分完善了基于顶层设计城市运行体征评价指标体系;其次,基于专家系统模型和层次分析法,通过城市发展规模、城市基础设施运行、城市居住环境、社会公共安全、社会保障体系、市场经营运行等6个维度,包括17个要素、25个指标,构建了城市运行指标体系;最后,以北京、上海、广州和深圳四大城市进行了综合评价,并作了比较详细的对比分析和研究。从城市运行综合指标的评价结果来看,城市运行体征健康优劣由高到低依次是北京、上海、深圳和广州。It centered on the city operation signs index system and its effective evaluation methods. The research was included：First. it summarized and partly improved the city operation signs index evaluation system based on top-level design. Secondly, based on expert system model and AHP, it effectively demonstrated and evaluated city operation situation in 6 dimensions such as city development scale, city infrastructure operating, living environment, public safety, social security system, market management and operation, 17 key elements and 25 indicators included. Finally, it comprehensively evaluated 4 major cities such as Beijing, Shanghai, Guangzhou and Shenzhen, rather detailed comparison analyses and researches were carried out. The evaluation result showed that the city operating signs healthy ranking from top to bottom are Beijing, Shanghai, Shenzhen and Guangzhou.
