摘　　要：加快革命老区经济社会发展步伐不仅是一个经济问题,而且是一个重大的社会政治问题。革命老区经济社会发展滞后是我国现代化进程中最薄弱的环节,症结在于革命老区自我发展能力弱。自我发展能力的高低与区域经济发展的历史基础、发展潜力、要素集聚程度、发展支撑条件等因素有直接的相关性;培育自我发展能力要从川陕苏区的实际情况出发,既要尊重川陕苏区的历史,又要尊重川陕苏区面临的现实;培育自我发展能力要从提升资源环境承载能力、生产要素集聚能力、商品服务输出能力、基础设施匹配能力、地域文化涵养能力、政策制度牵引能力等几个主要方面着力。The economical development in the old revolutionary area is not only an economical but also a big social political problem.The lag-behind of economical development is the weakest joint in the process of modernization,which is resulted from the weak self-development in the area.The higher or lower self-development has a direct irrelevance to the historical base,developing potential,the degree of centralization and supporting condition,etc.The foster of self-development in the Chuan-Shaan Soviet Area must be put on its history and reality,such elements should be considered as supporting capacity of environment,centralization capacity of production material,output of service,match of basic assess,local culture and policy guidance,etc.
