摘　　要：学者的思想启蒙是促进决策者理性死刑观构建的思想来源。构建官方的死刑改革研究与推动机构是促进决策者理性死刑观构建的内部平台。构建民间与官方的死刑改革对话机构是促进决策者理性死刑观构建的外部平台。挖掘我国传统文化中限制死刑与慎用死刑的观念是促进决策者理性死刑观构建的本土资源。Scholars＇ enlightenment is the source to promote the construction of rational idea of death penalty for policy - makers. To build the official researching and promoting organization about death penalty reform is to set up a rational internal platform to promote the construction of rational idea of death penalty for policy - makers. To build private and official capital punishment reform dialogue mechanism is an external platform to promote the construction of rational idea of death penalty of policy - makers. The idea of mining death penalty and limiting death penalty in China＇ s traditional culture is the local resources to promote the construction of rational idea of death penahy for policy - makers.
