摘  要:为减少和预防导致煤矿水灾事故的不安全动作,以行为安全"2-4"模型为理论依据,选取2000—2009年的68起煤矿重特大水灾事故案例为样本对不安全动作进行研究。利用统计、分析和归类的方法将引发事故的68个直接不安全动作划分为违章放炮、未采取有效探放水措施等6大类动作原因;将事故中全部309个不安全动作划分为42小类并进一步归纳为13大类,并分析得出各类不安全动作的频数与比例,对有代表性的不安全动作提出预防对策。结果表明:在所调查的重特大煤矿水灾事故中,66.2%的事故矿井是非法生产矿井,75.0%的事故发生在乡镇煤矿;"违章放炮"占直接不安全动作比例最大,"未采取探防水措施"在所有不安全动作中出现频率最高;高层管理人员的不安全动作最多,占直接不安全动作的45.1%和所有不安全动作的72.0%。In order to reduce and prevent unsafe act in water flooding accident,taking 68 major and particular major water flooding accidents from 2000 to 2009 for sample,this paper researches on act reasons based on accident causation "2- 4" model. The 68 direct unsafe acts can be classified into 6 big kinds through statistic,analysis and classification. The 6 big kinds include violation blasting,not taking effective measures and so on. The total 309 unsafe acts in accidents can be divided into 42 small kinds and the42 small kinds can be summarized to 13 big kinds. Frequency and percentage of different kinds of unsafe acts were gained,and some prevention strategies were put forward aiming at several representative unsafe acts at the same time. The following conclusions have arrived at as well: 66. 2 percent of coal mines where accidents happen are illegal; 75. 0 percent of coal mines where major and particular major water flooding accident happened are town-owned; " violation blasting" takes up the biggest percentage in direct unsafe act reasons and " failure to take measures to detect and remove water" enjoys the highest frequency in all unsafe acts; high-level managers have the most unsafe acts,taking up 45. 1% of direct unsafe acts and72. 0% of all unsafe acts.
