作为政党文化的群众路线

摘　　要：从政党文化的视角廓清群众路线的精神内涵、生成机理和发展途径,还原群众路线本应具有的文化特质和精神高度,对于科学理解、自觉践行党的群众路线,从而推进事业发展具有重要的理论价值和实践意义。作为政党文化的群众路线,在精神内涵上,是科学的立场、观点和方法的有机统一;在生成机理上,是中国共产党面对各种现实冲突,自觉进行政治整合与实践强化的产物;弘扬党的的群众路线,将其所内涵的价值取向、思维方式和行为方式切实转化为广大党员、领导干部的思想和行为,需要强化刚性机制,"约之以规",需要强化柔性机制,"化之以德",需要建立健全利益回报机制,"导之以利"。We should clean up the spiritual connotation,generation mechanism,development approach of the mas s line from the view of the Party＇s culture,and restore the culture trait and spiritual state that the mass line could possess.It is significant to promote career development in theory and practice.As the culture of Party,the mass line is a organic unity with scientific standpoint,viewpoint and method in spiritual connotation.It also is the product of Political Integration and practical strengthening that the Communist Party of China consciously proceeds in the face of various actual conflicts.To promote the mass line,and to transform its included value orientation,way of thinking and behavior as the thoughts and acts of party members and cadres,we need to intensify rigid mechanism,＂to restrain with the rules＂,and we need to intensify flexibility mechanism,＂to transform it to the virtue＂,and we need to establish and perfect the system of the reward,＂to guide with interests＂.
