摘　　要：要落实科学发展观,构建社会主义和谐社会,推进中国民主政治建设,在民主权利保障上,必然要求实现从"以人为本"向"以公民为本"的价值转换。"以公民为本"是当代建设有中国特色社会主义政治文明的现实诉求,也是人本社会主义的价值旨归。在当下中国的现实情境中,提升作为平等主体的公民的个体政治主体性并凝聚社会共同主体性,乃是当代中国"以人为本"政治观的核心。放眼未来,推进"以公民为本"的社会主义民主政治建设是走向共产主义的必经之途。中国"以公民为本"的公民政治发展一直内涵于人民民主的人民政治之中。中国民主政治发展的最终目标是要将人民当家作主真正地落到实处,保障和实现每一位社会主义公民的权利、促进每一个社会主义公民的全面发展。It is a necessary requirement for the democratic rights protection to achieve the ＂citizen——oriented＂ values from the ＂people-oriented＂ to implement the scientific development,build the socialist harmonious society and promote China＇s democratic political construction.Citizen-oriented is not only the real demands of the contemporary socialist political civilization building with Chinese characteristics,but also the value orientation of the human socialism.In the context of the reality of contemporary China,to improve individual citizen＇s political subjectivity as equal subjects and agglomerate the social common subjectivity is the core of ＂people-oriented＂ political concept in contemporary China.Looking to the future,to promote ＂citizen-based＂ socialist democratic politics construction is the indispensable way toward communism.In China ＂citizen-oriented＂ civic political development has been in the people＇s democratic politics.The ultimate goal of China＇s democratic development is to truly implement the people as the masters,protect every citizen＇s rights and promote comprehensive development of each citizen.
