摘　　要：构建科学有效的政府行政效能评估体系,是现阶段建设服务型政府、推进重点领域改革深化的关键环节。本文在梳理地方政府行政效能评估的总体背景和基本认识的基础上,借鉴国内外政府在行政效能评估中的经验做法,回顾江苏省推进行政效能评估的实践历程并进行存在问题分析,从为何评估、评估什么、谁来评估、如何评估、评估反馈、评估实施和评估保障等七个方面提出完善江苏省市县地方政府行政效能评估方法的政策建议。To construct a scientific and effective assessment system is pivotal for promoting service-oriented government and reforms in key areas. Based on the background and understanding of administrative effectiveness assessment of local governments,the paper reviewed the domestic and international experience,analyzed Jiangsu＇s practice of implementing administrative effectiveness assessment and the current problems. Finally we offer some policy suggestions to improve the administrative effectiveness assessment of city government and county government.
