摘 要:为满足船舶交通服务系统(Vessl Traffic Services,VTS)人员培训和评估需求,提升VTS的监控和服务水平,构建一个VTS与船舶操纵联合模拟的综合模拟器.该模拟器通过突破传统单一VTS或者船舶操纵模拟器的局限性,解决VTS雷达回波模拟,多源目标数据跟踪、融合和误差仿真,以及船舶操纵模拟器、教练员控制台子系统的关键技术;提出多层次数据通信模型,实现多VTS子系统与多船舶操纵子系统集成.该系统不仅可为VTS值班人员和引航员培训提供有效的途径,而且可为研究船舶交通管理新方法提供有效的分析决策平台.To meet the operation staff training and assessment requirements of Vessel Traffic Services( VTS) so as to improve the VTS monitoring and service level,an integrated simulator based on VTS and ship-handling simulation is constructed. This simulator overcomes the limitations of the traditional single VTS or ship-handling simulator,and addresses the key techniques existing in the VTS radar echo simulation,the multi-source target data tracking,fusion and error simulation,the ship-handling simulator and the instructor station. The multi-level data communication model is proposed to implement the integration of the multiple VTS sub-systems and the multiple ship-handling sub-systems. This system not only provides an effective way to the training of VTS operators and pilots,but also provides a supporting platform of analysis and decision making for studying better vessel traffic management approach.
