摘 要:基本公共服务均等化作为我国民生建设的重要内容,目标虽然明确,但尚无公认评估指标,很难看出非均化具体差异,缺乏优化的政策应对。通过分解公共服务供给流程,比较各个评估对象特性,发现公共服务结果均等要比过程正义更为重要,同时财政资金投入和服务供给数量无法取代居民对公共服务的满意度水平。以湖北省调研数据进行实证分析可以证明服务产出和公民感受的非一致性。为制定符合各地实情的公共服务供给策略,达到基本公共服务均等化的战略目标,不仅要建立社情民意采集系统,强化政策制定流程透明度,还需要将居民满意度实行分离,在保证基本满意度的基础上,确定差异化的弹性满意度标准。As an important part of people's livelihood construction in China, the goal of the equalizing basic public services is clear, but there is no generally accepted evaluation index. By decomposing the process of public service supply and comparing the properties of each evaluation objects, we find the result is more important than the process of public service, financial investment and service supply quantity cannot replace residents satisfaction level of public services, at the same time we can prove the inconsistency of service output and citizen feel by empirical analysis in survey data of Hubei province. In order to formulate the public service supply strategy and achieve the strategic target of equal basic public services, we need not only to build public opinion collection system, strengthen the policymaking process transparency, but also to separate the resident satisfaction,determine the different elastic satisfaction on the basis of the basic satisfaction.
