摘　　要：我国现行的各类基本单位调查为国民经济核算和宏观调控提供了大量的统计数据,但仍存在值得改进和完善之处。本文试图对各类基本单位调查进行整体化研究,从多水平连续性抽样的角度对调查制度与方法进行理论研究和设计,建立一套科学有效的基本单位调查体系。为了阐述这套理论体系的应用效果,本文以工业调查为例,给出规模以下工业多水平连续性抽样调查方案设计的具体步骤,将企业名录框扩展成双重抽样框,将一次性抽样延伸到连续性抽样,设计具体的轮换模式更新各期样本,给出工业类指标的连续性抽样估计方法。这套改革方案还需要其他相关环节的配套改革,才能更好地发挥潜在的整体优势。The current surveys about various basic units provide a number of statistical data for national accounts and macro-control, but there are still worthy of improvement. This paper would conduct an overall research about surveys for various basic units, and carry out theoretical research and design system and methods from the perspective of multi-level successive sampling, in order to establish a scientific and effective basic unit survey system. To illustrate the application effect of the theoretical system, the paper takes the industrial survey as an example and gives concrete steps for multi-level successive sampling design on industrial survey Under the designated size, including to expand enterprise list frame to double sampling frame, extending the one-time sampling to successive sampling, designing the specific rotation scheme to update samples of each period, putting forward of the successive sampling estimation methods of industrial indicators. The reform programme should be also combined with other related aspects of the supporting reform in order to better exert the potential overall advantage.
