摘　　要：纪检监察派驻体制是具有鲜明中国特色的监督机制,对于建立健全我国国家治理体系具有不可替代的价值和意义。纪检监察派驻体制自建立以来发挥了重要的作用,但随着改革的不断推进其法定属性不够明确,机构地位的独立性不强及监督职能难以充分发挥的问题逐渐显现。只有实现纪检监察派驻机构的法定化、工作方式的专业化和机构设置的集约化,并与驻在机构内设监督机构相互制约又相互配合,才能更加充分地发挥派驻机构对驻在部门外部监督的作用,形成对驻在部门权力规范运行的强有力制约。T he dispatching system of discipline inspection and supervision is a supervision mechanism with distinct Chinese characteristics, which has an irreplaceable value and significance for the establishment of a sound governance system in China. The dispatching system has played an important role since its establishment. However, with the deepening of the reform, some problems and deficiencies gradually appear. Its legal attributes aren’t clear, its ability of independence isn’t strong and its function of supervision is difficult to fulfill. We must make dispatching institutes legalized, working styles specialized and institutional settings intensive. What’s more, supervision institutes should be set up within the dispatching institutes so as to let them restrict and cooperate with each other. In this way, we can make full play of its role to externally supervise and effectively restrict the power operation of the institutes where it is dispatched.
