摘　　要：学术期刊的审稿程序和方法是影响期刊学术质量的重要因素之一。论文学术水平的高低是学术期刊生存与发展的关键。基于国际互联网利用Web技术研发的在线投稿、审稿系统能明显缩短审稿周期,提高审稿全程的透明度,对强化期刊社科学管理及体现学术期刊信息化和网络化的时代特点,可起到明显的推动作用。The review process and method of academic journals is one of the important factors to af- fect the academic quality of journals. The discretion of the academic level of papers is the key of the survival and development of academic journals. Based on the online submission developed by internet with Web technology, the reviewing system can obviously shorten the review cycle and improve the transparency of the whole process of reviewing. Besides, it can play a significant role in strengthening the scientific management of journals and reflecting such characteristics of times as informationization and internetization of academic journals.
