摘　　要：本文通过对低保户的社区调查和现行低保救助行政法规、政府低保救助职能的研究,对我国现行低保救助制度设计、实施的现状进行了描述,对城镇低保救助制度在设计和实施中出现的问题进行了客观分析。提出了我国城镇低保救助制度设计在理念方面的偏差,指出低保救助制度在设计中救助与受助之间的权利义务关系部分的缺失等,分析了政府对低保救助核查、管理、服务程序方面的不足,并提出了我国现行慈善型低保制度向就业型低保制度设计转变的目标、重点内容及转变过程中所应重视的国际经验和教训等参考建议。Based on the community research on households protected by subsistence allowance system, the analysis of current laws and regulations as well as the observation on government function regarding to this field, this paper illustrates the status quo of national subsistence allowances and social assistance system on the one hand, and provides objective statements of its problems in design and effect on the other hand. During the study, this paper 1） indicates the oversight in design of this social assistance system;2） points out the omission in the system with respect to rights and obligations between deliverers and recipients; 3） notes the inadequacy of verification, management and service in government duties; 4） sets goals and focuses in the transformation process from charity work to employment improvement; and 5） advises on learning experience from international social assistance systems.
